I do work in a field where I question people. If the poster wasn't anonymous I'd totally ask them questions. You are right, we shouldn't jump to conclusions, but most bites are avoidable. I guess we're guilty of falling into that trap of working with that in mind.

#21698 Dogs are exactly that. Dogs, while I agree a 2 or 3 year old may not fully understand what they are doing with a dog, I would hold the parent or owner accountable for the bite but more often than not it is the person being bitten who provoked it.
It's not necessarily "their fault" for being bitten though. Most people don't understand dogs and unless you've lived with them or trained them you probably don't get the subtle communication that they have. Dogs always warn you before a bite, most people just don't pick up on it, especially children. Which is why the parent or owner should have separated them.
A lot of what people and especially children do to show affection is threatening to dogs (I.e. Hugs, touching their face, looking into their eyes)
Children also can be loud and behave in ways that dogs aren't used to. Never leave them unsupervised with a dog, even if it's the best dog in the world they still have their limits and children can easily cross it.
