You will have to take measures additional to cutting off "assistance". You can't kill them directly, especially in today's world with the weapons the citizens possess and the technology available for organization and defense. Your best bet is to slowly and en masse, introduce sterilizing chemicals into the food and water supplies, and then wait for the population to drop. This, of course, is if you can keep your plans quiet, gain a simply impossible level of cooperation and extreme wealth to carry this all out, and a thousand other difficult tasks. Also, it's because of government assistance that you're even here, and aren't one of those poor and disabled.
