So according to Liberal Thought, a black man can't commit a racist act towards a white man because of power structures. Given this, when a black man goes out and shoots four people for the sole purpose of hating them because they were white. Is that a racist act?

At what point does the power structure change where whites are not capable of racial acts? Will it be majorities in state legislatures and congress? At what point do we say the balance of power has shifted. Or will that never happen and no social just warriors can be happy?
